Leaders Seek Momentum for Trade Agreement

Australia and the European Union are seeking to accelerate progress on their landmark free trade agreement, with Prime Minister Anthony Albanese and senior EU leaders reaffirming their commitment to signing the pact as soon as possible.

Albanese met European Commission President Ursula von der Leyen and European Council President António Costa on 21 September 2026 on the sidelines of the United Nations General Assembly. In a joint statement released on 22 September, the leaders welcomed the conclusion of negotiations and said they looked forward to the agreement’s signature.

Negotiations formally concluded on 24 March 2026 after beginning in June 2018, placing the agreement closer to implementation after years of talks.

Parliamentary Process Becomes the Key Hurdle

Attention is now shifting from negotiations to domestic approval. Following signature, Australia must complete parliamentary scrutiny and make any legislative changes needed to implement the agreement, while the EU must complete its own ratification procedures. DFAT says entry into force could take up to two years.

The process is significant because political scrutiny could influence the implementation timetable even after negotiators have settled the commercial terms.

What Could the Deal Mean for Trade?

The agreement would substantially reduce barriers between Australia and one of the world’s largest economic blocs. According to Austrade:

  • Around 98% of the current value of Australian goods exports would eventually enter the EU duty-free.
  • About 94.8% of Australian agricultural exports by value would receive duty-free treatment once fully implemented.
  • Tariffs would also be removed from numerous industrial, energy and resources exports, including critical minerals and lithium hydroxide.

In 2025, the European Union ranked as Australia’s third-largest two-way trading partner, offering access to a market of around 450 million consumers.

Outlook: Ratification Takes Centre Stage

The focus now turns to how quickly both jurisdictions can move from negotiated text to formal approval. Beyond tariff access, leaders are also deepening cooperation in critical raw materials, cybersecurity, emerging technologies and economic security.

For Australian exporters and investors, the commercial opportunity is substantial, but the timing of those benefits will depend on the remaining signature, parliamentary and ratification processes.
