Is Iran Rebuilding Its Air Defenses with a Big Russian Missile Deal?

Source: Kapitales Research

Highlights:

  • Iran signs a €500 million deal with Russia for Verba missile systems to enhance its air-defense capabilities.
  • The agreement includes 500 launchers and 2,500 missiles to be delivered over the next three years.
  • The deal signals a strengthening of the Iran-Russia defense partnership amid growing regional tensions.

Iran Signs Major Air‑Defense Contract with Russia

Iran has agreed to a €500 million arms deal with Russia to purchase advanced shoulder‑fired missile systems known as MANPADS (Man‑Portable Air‑Defense Systems). The contract involves Russia’s Verba launch units and 9M336 infrared‑guided missiles, aimed at strengthening Iran’s air‑defense network, which was severely degraded after Israeli airstrikes during last year’s conflict.

The agreement, finalized in Moscow, schedules deliveries of 500 Verba launchers and 2,500 missiles across three years, from 2027 through 2029. Though the full delivery timeline stretches into the late 2020s, sources suggest a smaller number of systems might arrive sooner.

Why the Missile Purchase Matters

Iran’s pursuit of these advanced missiles reflects a broader effort to rebuild its aerial defenses after last year’s hostilities with Israel, during which Tehran’s long‑range radar and ground‑based systems were targeted and damaged.

The Verba system is built to intercept low-altitude aircraft, drones, and approaching cruise missiles. By adding mobile, man‑portable units to its defense arsenal, Iran seeks greater flexibility against future aerial threats and to deter escalation in the region.

Strategic Implications

This arms transaction also underscores the evolving geopolitical ties between Tehran and Moscow. Russia’s willingness to supply sophisticated defense equipment to Iran comes amid broader global tensions and after it did not actively support Tehran during the June 2025 conflict with Israel. Experts see the agreement as a chance for both countries to strengthen their strategic alliance.

While the Verba systems alone won’t transform Iran into a dominant regional power, their integration into the country’s defense network is likely to complicate any future aerial operations conducted by adversaries over Iranian territory.

Looking Ahead

As Iran works to restore its military capabilities and deepen defense partnerships, regional powers and global observers will be closely watching how this Russian missile deal influences both deterrence dynamics and the broader security balance in the Middle East.
