Could Italy’s Rising Debt Burden Trigger Fresh Bond Market Turmoil Across Europe?

Could Italy’s Rising Debt Burden Trigger Fresh Bond Market Turmoil Across Europe? Source: Kapitales Research

Highlights:

  • Italy’s expanding fiscal deficit raises fresh concerns over sovereign borrowing costs and debt sustainability.
  • Goldman Sachs identifies emerging bond market vulnerabilities as Rome prepares its next budget.
  • France’s escalating debt pressures raise questions about whether Italy could face similar investor scrutiny.

Italy’s Fiscal Expansion Raises Market Concerns

Italy’s sovereign debt market is attracting renewed attention as Prime Minister Giorgia Meloni’s government prepares to introduce a budget featuring higher spending commitments. On 11 October 2026, concerns intensified after Goldman Sachs highlighted potential risks arising from Italy’s widening fiscal deficit and substantial public debt burden.

The developments follow significant turbulence in French government bonds, raising questions about whether financial pressures could spread across the eurozone.

Higher Borrowing Reshapes Italy’s Fiscal Outlook

On 2 October 2026, Italy approved an additional €28 billion in borrowing over 2027 and 2028 to finance defence and energy expenditure.

The revised fiscal projections indicate:

  • 2027 deficit: Increased to 3.4% of GDP from the previous 2.8% target.
  • 2028 deficit: Raised to 3.2% of GDP from 2.5%.
  • Debt trajectory: Goldman Sachs anticipates public debt approaching 137% of GDP by 2028.

These adjustments could complicate debt reduction efforts, particularly as elevated interest rates increase refinancing expenses.

France’s Bond Turmoil Highlights Regional Vulnerabilities

France’s deteriorating fiscal position has altered investor perceptions of European sovereign risk. On 9 October, French 10-year government bond yields stood near 4.85%, exceeding Italy’s approximately 4.55%.

Meanwhile, the yield premium on Italian 10-year bonds relative to German equivalents stood around 108 basis points, indicating continued sensitivity to fiscal developments.

Although Italy has demonstrated relative market resilience, Goldman Sachs economist Filippo Taddei cautioned that expanding deficits could increase sovereign risk premiums ahead of the country’s 2027 general election.

Outlook: Budget Decisions Remain Critical

Italy’s forthcoming budget presentation will be an important test of investor confidence. While domestic demand for government bonds and fiscal adjustment efforts offer some support, persistent deficits and elevated financing costs remain significant challenges.

Looking ahead, investors will monitor borrowing requirements, European Central Bank policy and sovereign yield spreads. Any further deterioration in fiscal expectations could increase bond market volatility, potentially affecting financing conditions across Europe.
