Pacific Lime and Cement Forms Strategic Partnership with PowerChina to Fast-Track Orokolo Bay Project.
Pacific Lime and Cement Limited (ASX: PLA) has entered a transformative national partnership with PowerChina PNG Limited to accelerate development of the Orokolo Bay Industrial Sands Project in Papua New Guinea. PowerChina—one of the world’s largest engineering and construction groups—will finance, build, operate, and market magnetite production, aiming for first cash flow in 2026. PLC retains full ownership of the project and the majority of long-term profits, enabling it to stay focused on its core Central Lime and Cement developments.
The agreement strengthens project certainty, ensures open-book governance, and safeguards landowner and government benefits. With a decade of technical groundwork already completed, PowerChina will immediately continue staged construction, targeting an initial 300 thousand tonnes per year of high-grade magnetite. The partnership also opens opportunities for downstream processing of critical minerals, supporting long-term industrial growth and value creation within PNG.
